Adjust both valves at TDC-and is there any fuel in the bowl when he loosens the bolt at the bottom of the carb?

Yes there is fuel in the bowl....

Is the idle adjustment screw turned out one and a half turns? Man, it's got ta run!
Check the grounds, make sure they are all good (maybe spark is intermittent)?

Someone else on here had a loose starter belt. Check along those lines

Turn it over for 30/40 secs. then pull the plug, if it is not wet, then it is not getting fuel.
Then it has to be ether a carb problem or the valves aren't working. Can you feel compression by hand or tell by it when you turn it over with the starter?

The compression gauge read 160 lbs. With the valve cover off the valves are working fine.

Did I read somewhere that you dumped the old gas and put in fresh? Maybe you haven't started it since the cold wheather
