Adjust both valves at TDC-and is there any fuel in the bowl when he loosens the bolt at the bottom of the carb?

Is the idle adjustment screw turned out one and a half turns? Man, it's got ta run!
Check the grounds, make sure they are all good (maybe spark is intermittent)? |

Turn it over for 30/40 secs. then pull the plug, if it is not wet, then it is not getting fuel.
Then it has to be ether a carb problem or the valves aren't working. Can you feel compression by hand or tell by it when you turn it over with the starter? |

Did I read somewhere that you dumped the old gas and put in fresh? Maybe you haven't started it since the cold wheather
