Default EZGO will not accelerate

I have a 1998 EZGO 295 gas cart that has suddenly lost it's ability to accelerate.
I have replaced the carb, coil, pulsar, spark plugs, fuel pump new fresh fuel + converted to an HEI modual with no help.
Cart starts but will not take any throttle over 1/4 throttle. After that it acts like it is lean, you can hear what I call, the carb is sucking air., ie not enough fuel.
While it is doing this I can spray starter fluid into the carb intake and it does not help so I presume it is not lean just acting that way in my mind.
Valve lash is correct.
I'm running out of ideas and have pulled the last of my hair out on this.

Any ideas??

Sounds like it isn't running at all, is the muffler getting hot?

Can you see the throttle plate moving ? Saw one the other day doing the same thing and somehow the cable had stretched enough that it wasn't opening

Thanks for the quick reply.
Yes it is getting full throttle, and the muffler gets hot
Starts right up and runs off idle smoothly.
When you start to give it more throttle it starts stumbling.
Like I stated in the OP it acts like it is lean, yet applying the choke does not help.
Just finished removing the muffler, no help as well.
Compression test is 140 WOT on both cylinders.
I have tried the polarity on the HEI modual from the pulsar both ways and reversed polarity made it run worse as it should with the timing retarded.

After reading more post, I read about a rev limiter.
Does this cart have a rev limiter on it and if so where would it be located, and how do you test or disable it?
