Had time over the weekend to wet sandblast the cart. Two cans of primer wouldn't cover it to prevent rust, so I unloaded about 8 cans of spray paint on it, too... til I can get around to the welding , body work and roll cage. I'll try to load the after...so far photo, too.

You use a pressure washer with a wet sandblasting attachment. It's fast and dust free plus you can't warp the metal...

wet sand blasting sucks, i did it to a truck frame and had the same problem with rust before you could get it primed

There's a flash rust inhibitor you can use with the chemical injection on your pressure washer... but I didn't use it on the cart. You could also use a rust converter afterwards. Still beats sanding the whole thing when the paint is toast. It does leave quite a profile with 30 mesh sand! I wouldn't use sand on any project, but for a heavy metal Marathon... worked good for me.
