Default Changed batteries and now nothing regen 2 am I on the correct path?

Changed batteries now my regen 2 does nothing. Changed pack and put cart on charge. Charger cycled and completed charge. Unplugged charger and did not hear the solenoid respond when charger unplugged.

regen solenoid bypassed years ago.
obc responds to charger when plugged in goes into charging.
Reverse buzzer intermittent.
No diode on solenoid for many years.

All stock
verified forward and reverse rocker power.
verified wiper box potentiometer.

Drive solenoid
52 volts on both large lugs.

52 volts on blue wire/small lug

25 volts showing on blue/white tracer small lug(going to double check this today.)

Pack voltage 52 and change.

Update:

Grounded blue and white wire side of noid to batt. pack. Noid did not respond.
b/w wire showed 35 volts resting (maybe not good contact).

Measured voltage on b/w white pressing the pedal and showed the voltage drop to zero. Ordered new noid. Keeping fingers crossed.

Test the solenoid, can remove it and make contact with the battery pack then a long wire to jump the other side. Wire brush the posts first to make sure no corrosion. If no response, flip solenoid and try the reverse polarity. If no response either way it's junk.

Also a wire joint in the main harness that from what I understand can corrode and cause low voltage. That is in the wire loom between the solenoid and controller, joins 7 wires together.
