Default EZGO Battery Charging Issues

I have been trying to charge my new batteries for 1 week and cannot get the EZGO Techtron charger to engage. To this point I have:
1. Replaced all 6 volt batteries with new batteries.
2. Tries a repalcment charger that works with a neighbors cart but does not work with my batteries.
3. Charged all new batteries with a stand alone 6 volt charger and each battery shows as 5.1-5.4 v on a battery tester while under load.
I have not left the batteries on the stand alone charger for longer than 2 hrs each. Do I need to leave on longer? Does the voltage for each battery need to readhigher under load?
The cart will run fo a while after I charge with the stand along charger but the EZGO charger never comes on.
Is there another part that may be bad?
What else do I try?

Measure the total pack voltage at the cart charge receptacle.
Also, measure from this same spot while under load.

charge some more with 6v charger. 5.1 to 5.4 volts are highly discharged batteries. Get them to at least 6v each and then try your 36v charger again.
