My 83 was [is] real slow, and I traced it to bad motor mounts. As the clutch starts to adjust to the higher speed, the engine was moving insted of the pullys

Try to see if it runs or staarts with the air filter out. It will not hurt anything to try it for a few minutes. I cleaned mine with warm water let it dry and had to buy a new one....I guess mine got stopped up. I wound up putting a k&n on it

Have you checked the compression? If it's faster in reverse then it could be a compression issue,it is very important on 2 strokes.

If you can grab the motor and move it around a lot the motor mounts are bad, also I would do a compression check like hillcountry said. 120 to 140lbs is good. Check it in forward and reverse.

compression checked out good looks like the clutch is not quite right when i jack it up it runs out great and both clutches seem to operate correctly on the ground under a load the clutch hooked to the rear end doesn't move at all

That is the driven clutch, you can take the cover off of it and spray dry lube in it. Other than that I will not be much help. I think you can buy new springs pretty cheap!

yep seems a little odd to me too but it does seem to go faster backwards and there arent motor mounts on this cart i pulled the motor out today to heli coil the spark plug and all motor mounts are solid
