You must have one of the newer "Jw9" chargers, where the fan is always on. That fan sounds like a worn-out bathroom fart fan. They all sound that way. Sure, you could get a better fan in there. Just measure the size of the fan surround, (like 50mm, it's metric), then hit eBay or Amazon.
