Default 07 CC Prec, running concern

Hi, I have a 07 CC Pres and the only thing I have done is adjusted the gov clamp on top of rear axle. I did not loosen it but just turned shaft and retighten to get more speed(doesnt hit Rev limit this way). Has been that way for 3 years. as of late when I leave house and drive normal down street. Sometimes when I come to a stop at stop sign wont restart. When I go to restart motor does not fire (cranks but no fire). If I wait about a minute it will fire and take off. As if no fuel. this has only happens when I come to a stop, never when I am in motion does it die out. I have a good feeling its gas related and may have to do with the fact I use more gas then maybe it can get in carb. but this doesnt happen all the time. Where should I look first? I have looked at fuel filter sometimes when this happens and its half full, just as it always is.
It could be lack of fuel or could it be the way I have adjusted gov? But it doesnt always happen, thats what turns me away from gov adjustment I have made and more to fuel supply.

sounds like maybe a new plug and good carb cleaning may be order...Try choking while it wont start and see if this makes any difference

Yes, I also tried choking it, with not luck.
I did replace plug in spring when i changed oil (didnt need it but I do it anyways every year) but will pull it and look at it.
