To bypass the lockout side of the obc, disconnect the 6 pin connector from it and jump the blue and white wires on the harness side not the obc side of the connector with a paper clip...

Old post but I think I have the same problem... My 2012 will not click or do anything but reverse buzzer works. Tested everything else and Tow/Run switch has constant pack voltage in tow or run position. So after jumping the blue wire and white wire together on harness side of the 6 prong plug just leave it hanging or maybe a pic of this fix?
