oh how do i check to see if 87 2 stroke Robin engine is charging

Set it on block place meter directly on battery post and run it wide open should read 15ish volts dc

put on jack and its only putting out 12.63 volts
i also checked at the starter generator same thing someone messed with the voltage regulator the cover is popped open on it. how do i check that out.. |
