Default starter generator spinning at half speed

I have a 94 ezgo txt with 295 engine. With the starter generator belt removed the starter spins really fast WITHOUT the green wire connected to the voltage regulator. When I reattach the green wire the starter generator spins at half speed. I have a new voltage regulator and have been through the starter twice replacing the brushes this last time. Is it a bad starter generator or something else? This lag in speed is robbing the horsepower from my engine.

Update... I took another starter generator off a old cart and wired it to run. I then tested it on the work bench. It worked fine, spinning really fast and charging. I took this old starter and connect it to the solenoid and battery of my broken car. Hit the gas and with the green wire to the voltage regulator plugged in and the starter on the car run at half speed and the old one on the bench ran at full speed. Went the next step and connected the wires from my broken cart directly to my old starter and got the same problem. With voltage regulator plugged up half speed. What can be causing this? I see no voltage dip going to starter. It all seems to revolve around that green wire coming off the starter generator. Disconnected its at full speedr but not charging. Its crazy!
