The welded solenoid code is kind of a catch all code at times. Have you tried disconnecting the black or blue solenoid small wire while the pedal is up? There should be no click when the wire is removed. Reconnect and see if the cart will run (once) after the reconnect.
If there is a click when you disconnect then there is a problem elsewhere. What year and drive system are you asking us about?

All wires look fine. No corrosion no breaks

Check the voltage on J1 Pin-5.

It has to be exactly the same as the battery pack voltage, or you can get a welded solenoid error.

Since the controller provides the voltage that energizes the solenoid, it knows when the solenoid contacts are open and closed. The 3-2 error is triggered when the voltage on the controller's B+ terminal fails to climb up to the voltage on J1 Pin-5 when solenoid contacts are closed or drop below it when they are opened.

J1 Pin-5 is fed via the small red wire attached to the solenoid's battery side large terminal, which is connected to the battery pack's main positive terminal 100% of the time. Inside the wiring harness, the red wire splits in two with one leg going the the beeper while the other connects to J1 Pin-5.

IN their infinite wisdom, EZGO used a "sonic" weld to connect the wire to the controller to the wire going to the beeper, and if the weld joint get corroded, the voltage on J1 Pin-5 is reduced due the amps flowing through resistance.
