Default Side to side main support - pipe or solid?

I have to do a little structural repair at the front of my cart. Does anyone know if the round structural metal going from side-to-side is a solid piece or a tube? See photo. I need to know so I can determine how many amps may be required to get a good weld. Thanks,..

It's a tube. I believe it's 3/16" thick

Thanks David, I figured someone might know. That will make it easier to weld than a solid piece.
