Default Battery Voltage

Began troubleshooting an issue with my 2006 gas club car, volts on battery 11.3, turn switch on voltage same, press go pedal voltage drops to 6, release go pedal voltage to 11.3......ideas?

Battery is discharged. At rest a charged battery should be 12.6 or better. Need to check further to find out the cause of your discharged battery: 1) bad battery, 2) drain on the battery bringing it down, 3) charging system fault that keeps the battery from fully charging.

Charger on battery for 3 hours, voltage 12, key on 11.9, WOT 11.84, idle 11.81, off 11.9

What age is the battery? Check water level in Battery? should just be covering top of plates.
A good 12volt battery should be around 12.6 to 12.7 volts at rest.
At 11.9 volts, your battery is barely at 40% of its capacity. It may be done.

Try the voltage regulator test: disconnect the yellow wire to the starter generator. Run a jumper wire from that terminal on the starter generator to ground. Run the engine up to speed for just a moment and see what voltage you read at the battery during that moment it's running. If it's still the under 12 volts it's a generator issue. If it goes high, over 15 volts, then it's a voltage regulator issue.
