Default RXV runs extremely slow

Hello all I’m new to the forum and a mechanic at Carts Plus in Lexington, SC. Me and my coworker are stuck on this RXV it will run but 1-2 mph max on a full charge. It shows an EDump failed/Startup check failed code, DC Bus low software detected, and DC bus timeout code. It is a Danaher controller. Also when running it shows command speed of 6450 rpm at WOT and an actual speed of 0 RPM at WOT. Has batteries we suspect are bad 2014 crowns. Any help is appreciated! Thanks in advance -Dillan
UPDATE- Batteries tested for 48 minutes on a load tester

Ok, sounds like you are reporting error history, is this correct? Can you report current errors and warnings during the failure?

It shows no current errors or warnings. Power resistor ohms our to spec and I have installed a new resistor control module with no luck

The no current errors is while you have it "floored at 2 mph"?
