I have the same SOC meter on my lithium converted 2008 RXV. I finally put it to use. LOL

The cart would likely not pass POST or move at 39% SOC, not enough energy to pass a brake coil current measurement during the motor brake test. It seriously needs to be charged. Borrow a charger to see if it is the charger. It could be the PC board in the charge port, or the battery temperature sensor, a black plastic block on a ring terminal with a small grey cable that is bolted to the positive terminal of the battery closest to the controller. It could also be the 3rd wire from the charge port came unplugged from the blue wire on the harness. Many possible faults.

Tried different charger, didn’t make any difference. Same readings. I’ll try a few other suggestions you outlined. Thanks..

Checked these items you outlined, still no go. Any more suggestions. Thanks.

Are you letting it complete a full charge cycle? A depleted pack like yours could take around 16 hours to complete the charge. Let the charger run until it cuts off on its own.

Multiple back to back charges. If any charger does not work, change out the charge port with a new one

I'm reading that the cart will not move with run tow set to 'tow'. Is the key also in the neutral position?

If it won't move in tow, the motor brake is not releasing. You can try to pull the cover over the controller. you'll find instructions for switching the two plugs that bypasses everything and applies power to the motor brake. If it will move in that configuration you'll probably need to find a service manual and/or a diagnostic handheld to start chasing the issue.

Also have you taken a volt meter and measured across the full pack to make sure it is in fact below the 50 or so volts a full pack will deliver?
