Default GEEZ! Now what????

My 1989 EZGO. Resistor cart is slowly coming together, but a new problem started the other day and I can't figure it out, but think I have it narrowed down.
When driving, the cart starts off running great, then starts to slow down, if I totally let up on the accelerator pedal and slam it back down it picks up speed again, sometimes I need to do this once, or twice.
I'm thinking the problem lies somewhere between the contact plate to the resistor coils.
Has anybody else had this problem?

UPDATE!!!!!

I started to go for a night ride, when I was leaving my neighbor yelled to me there were sparks coming from under the cart.
We lifted the seat and moved the accelerator and green sparks were coming from the contact plate.
When the arm moves across the contacts on the plate it arcs out causing green sparks.
Do I need to change the contact board and striker??
