Default 2010 Drive Gas Pedal question

I am new here but have already found a wealth of knowledge.
I have just purchased a 2010 Yamaha Drive completely stock. I tightened the governor almost all the way and have gained a fair amount of speed. The ? is the gas pedal has to be at least half way pushed before the engine ever takes over. Is this the way it should be? It just seems like I have very little pedal to to accelerate with. If this is not correct how would I adjust it (if possible please include pictures) Also the speed according to GPS is around 15 currently

There is an adjustment on accelerator cable #2 (from govenor to throttle shaft), but don't make it to tight, or you'll get backfiring. The engine needs to turn over and fire off the ignition before the throttle shaft moves. PS-the adjustement for cable #2 is under the starter/generator and just forward of the transaxle and is a bear to get to

You can also tighten the throttle cable end that attaches to the pedal. But like he said,
It'll backfire if you get it too tight. It needs to be able to turn over without starting. If the engine will run when you barely press the pedal, it's too tight
