Bob we checked the ohms and come up with 24.5 . So does that mean that's are issue?

Hmm, 12v golf cart batteries won't typically stay above 12v under a load of 200a, not sure how this is possible. I would check the power that is actually making it to the controller. Put test leads on the main B+ & main B- on the controller. Check voltage when Key is turned on. Might have to be quick, as the controller will turn the solenoid back off quickly if it detects a problem.
