Default OBC issues

I have two carts that I am working on, both are CC 48 V DS.

Cart number one serial number is A9818

The issue with this cart is the solenoid will not energize.
If I unplugged the OBC and connect a jumper from the solenoid negative side (yellow wire) to battery last negative or controller B- the cart will run.

Cart number two serial number is AA0122

The issue with this cart is the charger goes down to 2 amps but will not shut off.
This is a brand-new battery pack (first charge) along with new charge receptacle, cables and so forth.
I know that there is nothing wrong with the charger because it will charge another 48 volt cart that I have with no problem.

I believe both carts are suffering from the same problem, OBC either failing or defective.

If I install a jumper wire from the solenoid negative side (yellow wire) to battery last negative and connect the black wire from
the charge receptacle to battery last negative I believe both carts will run properly.

Are there any problems on the cart side with this type of modification?

I realize that I will have to have a standalone charger in order to charge the carts.

If I install a jumper wire across the relay inside the charger I should be able to use the charger temporarily (short term) until I acquire an intelligent 48 V charger.

My question is:
Am I approaching this problem correctly.

The 98, chances are good its the OBC

The O1, you need to let it charge atleast 16 hours to see if its and OBC or not with new batteries.

On my first few , "New Battery" charges
the charger went to
2 - 3 Amps for a long time
Got to 65.3 volts before it shut off

Does the 98 OBC charge properly ?
May get by a while with the -B jumper for the solenoid if
the charging part of the OBC is working ok
