Cart won’t take charge and humming when gas is depressed

I have a 94 ezgo that I recently replaced the cylinoid on. It stopped moving during an outing. We pushed it home and the symptoms are: when gas is depressed I hear a buzzing noise, when I plug in the charger the charger buzzes loudly and the meter on the charger stays at zero (usually it jumps up to 10-15 and slowly goes down until it is charged). Thanks for any help in diagnosing this issue.

Sounds like a bad cable, or bad battery. What is on charge voltage? What is voltage with pedal pressed?

I cleaned and replaced any cables that looked faulty. When I ran the cart again I got a loud humming and she moved very slow and with trivial power. Then I tried to charge the batteries and heard a bubbling. All batteries are reading 13 volts with the voltage meter, she doesn't move now when I depress the pedal and the humming is still there. Thanks for any help.
