You say the tires wobble a lot. That is probably what is making the steering feel loose. Here are some things you can try:

Take off the front wobbly tires and swap them with a rear tire and see if that fixes it. Visaully check the front tire at speed (careful!) and see if it wobbles
Find a known good wheel (maybe a neighbor?) and swap it with the suspect front tire and see if it goes away
Lastly, failing all that, you might be able to take the tire/wheel to a tire store and have them check it for trueness.

When i'm driving, I notice that the tire is wobbling a good bit when the speed gets up.

Well, I think that is your problem, then. At least the loose steering problem. You will need a new wheel, probably. Maybe you can find a good straight used wheel somewhere. to replace this bent one.
