Default 99 EZGO TXT 36v won’t move

Hey gents, I have a 99 TXT series cart that won’t move. I’ve got 38.2 volts on the pack, the solenoid clicks when peddle is pressed. I’ve found what I think is the right diagram in another thread and all my wires and connections seem to be good. The one thing I thought was weird was when I was testing voltage on the M- terminal on the controller it started at 35.2v and when i pressed the throttle the voltage went down to Zero and even a little below. Not sure if this is right or not. I’m kind of stuck and not sure where to go from here. Batterys are only a few months old. Any help is appreciated, thanks all!

Not sure how this thread got missed.

The voltage on the controller's M- terminal ought to be the same as the pack voltage (38.2V) after the solenoid's contacts close, so having 35.2V there may indicate the solenoid's contacts are not closing, or there ares some bad cables or connections or contacts between the battery pack's main positive terminal through the F/R switch contacts and motor.

It is normal for the voltage at M- to decrease to 0V when pedal is pushed top floor, but going below zero is not possible since the voltmeter's negative test lead is supposed to be connected to the most negative point in the circuit, the battery pack's main negative terminal.
