I unhooked the positive and negative and still getting the 17.76 on the meter. I can't figure out how to put the picture on.

Choose go advanced at the bottom od this box.
Then choose the "paper clip" at the top of the advanced text window "attachments" then choose browse once U find the file choose upload once it has completed close window and submit reply |

With the pack isolated !
The only thing which would make this add up to something less than 36 Volts If, the batteries are good and the cables and connectors are good is incorrect wiring . Like having some batteries wired in Series and others in Parallel |

Your wiring look to be correct.
So connect the + end of the the meter to first battery + , and leave it there Now with the - negative probe of the meter go to Measure to #1 Battery - negative = 6.32 then go to Measure to #2 Battery - negative = 12.6 then go to Measure to #3 Battery - negative = 19.. then go to Measure to #4 Battery - negative = 25.2 then go to Measure to #5 Battery - negative = 31.6 then go to Measure to #6 Battery - negative = 38.0 U get the Idea the .xx may be off a little but each should add an additional 6.xx volts Thats it , anytime it stops adding up or goes funky , 1. check that Battery voltage for the funky battery 2. check Cable 3. check cable connectors |

when I get to battery #4 I get a 1 for continuity and if I go from 6 to 3 it does the same thing. 1,2,3 I get 18+ and if I do 6,5,4 I get 18+

OK now we are getting some where move the cable from the #3 and #4 over to
the cable which goes between #5 and #6 and take that cable and move to #3 and 4 I suspect a poorly crimped end on the 3rd cable |

now I'm getting the continuity 1 reading on the #5 battery and the 4 is reading 24 +
