Default Troubleshoot charger

I have a 2003 Club car 48 volt. The charger won't turn on. It is not the cart I used another charger that works to charge it. I have bypassed the OBC and it turns on. How do I determin which componant to replace in the charger?

Yes, Does not click on either cart. It is deffenatly the charger......

The relay is bad on the charger.

Agreed. If you can give me the make/model number of the charger I MIGHT have a manual for it.
