Default Wheels out of balance - high speed

I've been struggling with a balancing issue and heavy vibration at higher speeds. Downside of upgrading your electronics/motor to a higher speed version is that the rest of the cart struggles to support the new found speed. I'm using a brand new set of RHOX tires and wheels.

I put the cart up on the jack stands, ran out each tire/wheel combo and found them to be of varying amounts of out of balance. I even put a dial indicator on the wheel and found that the wheels themselves seem to be out of round! Obviously these things are manufactured to a completely different tolerance than automotive rims. At slower speeds (12mph) you don't even notice it, but now that the cart can exceed 20mph it gets pretty rough.

I took the wheels to a tire shop and they tried to balance. 3 of the rims where badly out of round and took as much as 7 oz of weight to try and correct. They even spun the tire on one of the rims to try and locate a better balance before applying the weights. Anyway, they did the best they could and the problem is slightly better but still very noticeable.

What are my options here? I can run out and buy a new set of tires/wheels but what are the odds I end up with the same problem? I don't understand how ATV tires/wheels which are very similar can handle 50+ mph and remain balanced but aftermarket golf-cart wheels can't even make 20mph without severe vibration

My guess is that it's the out of round more than the out of balance that is causing your problem.
