On the driven clutch of my 88 Gasser EZGO, Their is a linkage/bracket that is cable driven that touches the center of the plastic clutch pulley. What is it's purpose? and Do I need it???

It's the governor. Most people get rid of it. Speed will go from 12 mph to a little better than 17-19.

Re: What the heck is this?
Yup, it pulls the throttle closed when the outer part of the clutch pushes on the lever. I just snapped the bracket off of the frame. I needed the room for my sweet exhaust anyway. Haha
