Fan Connection - 2009 Emerge

I have a 2009 Emerge and I believe I have the 2010 service manual. Do both models have a running fan? My fan seems to turn on and off and don't know if there's a short somewhere or if it's based on heat and turns off when it's cool enough. Interestingly neither the wiring diagrams nor service manual even mention this fan. The service manual seems to give instructions for testing voltage for every component on it, but not a fan. Even searching this forum I found no mention of it.

Previous owner has obviously done some tinkering so I don't even know if it's standard.

Any ideas?
