Default 2009 Fairplay slow speed?

Vin LE8FKGT1481705965
New Batts, pack voltage good under full load climbing hills.
accelerates good,then slows to 8-10 mph,reverse is REAL slow around 2mph.

well its Not the pot box,it ohmed out fine from 1.8 to 5K ohms nice and linear.
thinking motor,sensor on motor or controller?
again,it spools up quick like its gonna get to 15 mph,then just flattens out to around 8 mph??

got some "beep" codes,book seems to be Vague on these probs?
first code is 37 =accelerator error,already tested pot so??
second is 4A =excessively low voltage drop of diode.solution= check exterior circuit voltage,verify that it is OK??

found some more things.Motor ohmed out ok,but decided to inspect anyway..pressed the brush assemby off to find the communtator with some slight uneven wear and not uniformly colored (for lack of better term).the brushes and brush springs looked and felt like new.the inside of this motor was real clean with hardly any brush dust inside.the cummontator will clean up easily with some 400 grit emory cloth.one other thing i noted is on this Kenetic controller there is five different connectors (all small 18 gauge wires).the one that is perfectly square and has three wires is froze and wont unplug?what interesting is there is absolutly no discoloration from excessive heat on the plastic??thanks for help

well,both the motor and 4 pin connector come to find out isnt related to my prob:(this one is strange..i pulled Kenetic KCCA0004-E controller out of cart and everything looks and smells fine?
again,the torque and acceleration seem decent at hit (take-off),then it flattens out to around 8mph (guess)?stumped?

I came too conclusion that it is normal for this controller to be REAL slow..I might have guessed on the slow side of 8mph,but it cant be much more,maybey 12mph at most..
