Won't Crank No Spark 4/C 97

Really could use so advise. 1997 4/Cycle turns over welll. But will not crank. Checked and rechecked all the wiring and grounds. When I press the pedal I don’t get and spark until you release the pedal. You get a quick spark then.
I’ve checked the continuity with the DVM of the coil Witres I get 16.06 kohms. between the coil wire connections I have 1.6 ohm’s. Pulser I have 17.6-20 ohms. The air gap of pulsar iis ok. What should I do at this point? Replace coil or Igniter?
Any help would be greatly appreciated!
I’m at the end of my rope now. Trying to help out my father in-law.
Also can you do the HEI Conversion on a 4 Cycle?

Looking at the manual I’m assuming the coil is ok? Would you look at the igniter or pulser?
Would like to do the HEI conversation. But from what I can find it’s not a good idea on the 4/cycle. Is that correct?

90% of the time when you get one spark and then nothing it's the ignitor.... But there is no way to test the ignitor so it's best if possible to swap it out with a known good one before spenont the money on one... Stick with OEM electronics

Mine did the exact same thing and it was the cdi box. I got mine off Ebay for $78.00 and it works perfect. I take it this is the Robin 295cc pre mci engine?

Replaced the Igniter and now I have spark when I first press the pedal. Sparks onc time then again when I let off the pedal.
Thing is driving me crazy.
