Take the carb apart, pull the float, jets, soak and blow out with compressed air if you can.
The passage for the needle valve is VERY small.

Ok, you say you have fuel, good spark and good compression. That's all you need for it to run and timing.

If your valve timing was off, your compression numbers would be lower. Spark timing on these engines generally do change.

So I am thinking it has to be fuel delivery (carb)

It is most likely to be the transition/mid range jet that is causing your issue. Dismantle the carb completely and clean everything, make sure all passages are completely clear and you should be good to go. If you have fitted a cheap carb, these are known to be an issue. I would always recommend refurbishing an OEM carb over a cheap copy.

Update:

Got a giant pail of carb cleaner and set the entire carb in it (broken down of course. In the process of tearing it down I noticed a big piece of goo in one of the jets. After cleaning, verifying spark gap and compression again, it starts much better. Still a little rough in the Am but so much better.

It is worth trying another thorough cleaning again. get two strands or more of thin wire ( enough to just go into the jet) and twist them tightly together to create a soft reamer and pass this through the jets and drillings. You will have to make several different size reamers, but it will get all the contamination out if you work dilligently. Or you can get a set of oxyacetylene welding tip cleaners to do the same job, but be careful with these as they are harder than the jets and drillings and can scuff the softer materials used in the carb. If you take out the air jet and tube from the top of the carb and then pass a reamer through the drilling from the front of the carb that feeds it, you will most likely find some contamination in this drilling and most people miss this.
