Hopefully this works. Wouldn’t let me upload video. You can see in closed position first and open at end with wire sticking out and assembly not spring back open

Can you move the choke manually with your hand? Does if feel free and loose? Or does is feel tight?

If it's loose and free and opens and closes by hand easily without any effort, then it might be the spring. The spring is the silver wire wrapped around the choke shaft, the part under where the cable attaches. It the part that has the holes there, the wire is the spring. I've never done it, but I believe you can replace that spring.

If it's not loose and free, it could be "gunked up" in there or rusty around the choke shaft. It could be sticking. Try using some carb cleaner around the choke butterfly shaft. Then use some WD40 around there too. Work the choke back and forth a bunch to loosen it up.

Also, take the intake tube off and look inside the carb around the choke butterfly. Is it dirty? If so, take the carb off and give it a good cleaning. Or, you can use a clean rag and some carb cleaner and try and manually clean that area.

I took the carb off and completely cleaned it before this happened as part of rebuild of the cart. I’ve tried lubricant a couple times again but it’s slightly tight to move by hand but not terrible. I may try to replace the spring or inspect it better to make sure it’s attached correctly and didn’t get messed up when I had carb off. Far as I know it worked properly before I started doing seals, clutch, etc

The choke should not be tight at all. It should be able to be opened and closed very easily by hand.
