Arrow Par car stopped moving

I HAVE A PAR CAR THAT MOVED VERY SLOWLY FORWARD (BARELY MOVED) NOTHING IN REVERSE. NEW TROJANS AND CHARGED. CAN'T FIGURE OUT YEAR LOOKS OLDER WHERE THE BODY HAS LIKE THIS BLACK TRIM KIT SORTA LIKE AN OLDER EZGO. I NEVER SEEN IT MOVE BUT MY NEIGHBOR SWORE HE HAD. I WAS TOLD PREVIOUSLY (A YEAR OR TWO AGO).IT WAS IN THE SHOP FOR SIMILIAR PROBLEM. DOES ANYONE HAVE ANY SUGGESTIONS?

What about a VIN? Either under the steering wheel cover, at the kickplate for the passenger left foot, or on a data plate riveted to the tubular frame above the left rear wheel.

I LOOKED AND STILL COULDN'T FIND PLATE
I NARROWED IT DOWN TO 92ISH THE WIRING SKEMATIC LOOKS LIKE THE 92 VERSION.
A FEW THINGS
-RELEASED ALL PRESSURE FROM BRAKES
-WHILE JACKED UP WHEELS SPIN FREELY AND SEEMS TO SPIN GOOD WHEN ACCELERATOR IS PRESSED DOWN
-NO TORQUE ON FLAT GROUND RUNS VERY SLOW
-CAN'T SEEM TO MOVE MUCH AT ALL ON ANY INCLINE
-ON DOWNHILL RUNS FINE(MEANING DOESN'T SLOW DOWN ACTUALLY PICKS UP SPEED)

UPON LOOKING IT OVER WE FOUND MAGNETS STUCK ON UNDERSIDE OF SPEED CONTROLLER(POSSIBLY BROKEN OFF OF SPEED CONTROLLER NOT SURE) THERE IS A MAGNET ON CONTROL ARM(MAYBE PART OF IT)
WOULD THAT CAUSE THIS PROBLEM OR DOES IT SOUND LIKE THE MOTOR?

Sounds more like the speed controller/switch module and arm. The arm has the magnet which activates the speed. If you have no torque under load it most likely isn't getting a full "pedal" signal.

One other thing the resistors are smoking hot is this normal or could they be part of it.
A neighbor who knows a little about electric motors says that the power may be getting stopped or lost in the solenoids or resistors without actually seeing it.
I don't want to get a new controller unless its definitely the problem.
