Been thinking. Did you ever try to drive it in this condition? The sole purpose of the solenoid (more correctly called a contactor ) is to prevent a run away cart condition. It sounds to me like you have a fault that is telling the cart to go. But the safety contactor (solenoid) is protecting you. I'd be very careful working on it. Make sure the rear wheels are off the ground. Up on jack stands until you find out what is wrong. At this point I'm thinking controller.

Before buying the controller as mentioned, test the solenoid. First in Tow, disconnect your batteries. Remove the solenoid completely and bench test it, run full battery voltage to the two small terminals, listen for the click, If no click get a new one. If Click then test the large contacts with it energized it should conduct and switch off when you remove power from the small terminals. Also Is there a Diode on that solenoid, did you test it? If you run the full voltage across the resistor it will get hot, If it is bad it will burn up. You had corroded terminals, so these little things needs to be cleaned up and tested before buying a controller. How are all of the other terminals on your cart, corroded terminals will cause it to over heat at every point of poor connections.
