Safe cart towing in a nutshell:
1. Place F/R selector in Neutral
2. If there is a Run/Tow switch, place it into the TOW position.
3. Do not tow faster than the cart will propel itself on level ground, or 20 MPH if cart's max speed under its own power is unknown.

For those that want to push the motor RPM envelope while towing cart, the following is a list of Motor RPM per MPH for various tire heights being driven through 12.44:1 gears in the differential.

16" tires = 261 motor RPM per MPH
17" tires = 246 motor RPM per MPH
18" tires = 232 motor RPM per MPH
19" tires = 220 motor RPM per MPH
20" tires = 209 motor RPM per MPH
21" tires = 199 motor RPM per MPH
22" tires = 190 motor RPM per MPH
23" tires = 182 motor RPM per MPH
24" tires = 174 motor RPM per MPH
25" tires = 167 motor RPM per MPH
