I believe it's a 2002 or 03, was told it has obc, used it for 2 yrs with this charger and always charged it back up, had to replace batteries cause 4 of the 6 were bad, which now I don't understand why it won't fully charge

I borrowed my neighbors 48 volt charger, brand is Power-Drive and when i plug it in the meter goes past 15 amps and stays there, is this the way it should read? I also done a total pack test with this charger plugged in and I get 48.1 volts. After 1 hour I now have 8.15volts in each battery for a total of 48.8, only issue I'm not sure about is the charger meter is still past 15 amps and the charger itself feels very hot, never having used this charger I'm not sure if this is normal or not, any ideas?

It is normal. If it is a PD3 they get very hot. The amperage should come down as the pack rises in voltage. You are still in the bulk phase. It can charge for up to 16 hours......
