Default Voltage on frame?

I got a 1996 48 volt carryall for cheap. It had no batteries so I put some in it and it doesn't work. It is showing voltage on the frame. I unhooked the positive cable and left the negative cable but it is still showing voltage. Why would it have voltage on the frame with only the negative side hooked up?

First, make sure there aren't any actually frayed/bare wires touching the frame.

Second, make sure all battery acid/ corrosion is cleaned off the frame completely. It can cause the frame to carry voltage if not.

I chased that rabbit for a while, voltage on frame, my root cause ended up being Georgia red clay packed into the motor, weathered clay is primary iron oxide & al oxide & of course silicon. however a dirty battery pack, bad wires are the usual root causes for this problem

It's a ghost voltage. There is not enough to light a bulb

If the main positive lead is lifted from the batteries that's all it can be...

How much voltage? Full pack voltage? 30v? 2.5v?
Is anything else hooked to the batteries?
