I really don't know if it was working before, the batteries were so dead the charger would not come on. The sticker is still there, and I checked the connections to the sticker. I'm going to check everything everyone told me to, and will get back to you.

Ok after I took a long weekend, I can now get back to you guys. I tested the outlet with an outlet tester, tested good. I looked at the female plug on the cart and looked good. I continuity tested the wires from the female plug to the batteries, tested good. I checked and rechecked the wires, all wires are hooked up the way they are supposed to. Everything is telling me that the charger is bad. Would it be the circuit board or the whole charger? Is there a way of testing the charger?

You could try it on a differant cart. You could volt meter check the "AC" inside the charger, voltage going thru circut breaker and thru the relay. You can check the "DC" cord for continuity to the DC fuse (they can go bad) and you could take the DC handle halves apart and see if the pins/wires are melted. All these things could make the charger not work (turn on). Good luck.
