Default 1999 parcar 36 volt missing front electrical parts

Hi guys, I got this cart with forward and reverse switch , a battery meter. There is no key switch just 3 white wires,2 black,one red. And are two separate red wires.one is hot. By the way the f,r switch is hooked up and so is the battery meter. Can anyone tell me what these wires go to. Pictures of the set up (under the front and behind the dashboard)would be great. I need to know exactly what I need besides a key switch which I know I need need to get this parcar running.

Have you checked the wiring diagram in the parts book? www.buggiesgonewild.com/columbia-parcars

The 96-2000 parts manual, near the back.

thanks, to me looks like i need volt degenerizer and key switch. but the wire numbers are a little different. I HAVE black 13 and 14. my white wires a 21. a double white wire numbered 20 and 21 witch are connected at the end to make a single connection. and a red wire numbered. 18. the other two red wires have that are by themselves are not marked and have a loop at the end of them.
