Default Voltage Regulator

I was loading my 84 Yamaha G1 onto my trailer and it turned off and will not start back up. I hear a clicking sound mainly from the voltage regulator and if you have your hand over the solenoid you can feel it clicking as well but most of the sound is coming from the voltage regultor. I’ve charged the battery to full capacity and it’s also new. Please help!
