Either one or both have a Run/Tow Maint switch on the controller cover?

Your cart is a Fleet/Series cart and will freewheel. In fact, if you get it spinning too fast, the motor can let go in a big way, so be carefull on those long downgrades.

The other cart is a DCS, or regenerative braking cart. The motor is used to brake the cart to a safe speed to prevent runaways. This has a small benefit of back-charging the batteries with energy generated by the motor.

Just a guess here. Check all the cable connections at the motor.

Reminder: Any time you work on electrical connections on a DCS cart make certain to switch to Tow/Maint first! And anytime you work on motor connections make sure to back up the jam nuts on the motor terminals to avoid twisting the stud.
