G16 forward problem

I found a g16 reverse works but no foward what could be the problem.The cart is 3hrs away from me and I haven't seen it yet owner says it goes in reverse but won't go forward could it be the rear end

Normally it would be one of the 2 f/r push/pull cables is bound up. Both must work to shift from f to r.
