Pull the rear body off and have someone drive, see if the primary (engine clutch) closes all the way and belt comes to the top at full speed (or try to record it with your phone lol). If it does you have an engine problem, if not the primary has a problem (@16mph). You should get about 27mph with the governor all the way in on 22s that have at least 12lb in them...though tire size varies. If the stock primary blows a weight they will shift in neutral but not under load. They stay in a lower gear and the engine revs way up, no speed. A strong spring in the secondary makes it worse though plowmans are said to not limit top speed. If you have the gold cover clutch a sure sign is if you have a small dent or crack in the outside of the cover about 1" from the bolts on the flat round outer part. That is a broken weight, but it could have other issues. If you remove the belt it should move in and out smoothly with minimal play.

Turn the governor nut in all the way you will harm nothing. Heck I ran mine 14 years or something with no governor and wound it out every time I ran it, but only with 22s and I never screamed it down a hill and overreved it. Ran regular fuel and synthetic oil only.

Couple vids of the cart and what it's doing, starting to think it's a clutch issue. Possible front clutch? I don't know how to tell but the belt does NOT ride to the very top of the front clutch.

My g29 sounds the sme way as your cart when its in nuetral when the governor was still active. Cuts in and out. Im insure of why it isnt riding all the way up. Some of the clutch gurus will chime in soon.
