When I accelerate it goes away until speed levels out then it starts again. It is a constant rhythm/surge.

So the drive (front) clutch is opening and closing? Or the driven (back)clutch?

Can you duplicate the issue in maintenance mode? You have to flip that little yellow spring-loaded cam on the backside of the shifter. That will allow you to run the motor in neutral.

Also, if it's an '86 it shouldn't have an electronic rev limiter, only a mechanical speed governor.

It runs normal at all rpm ranges in neutral.

Try removing the long governor rod that runs from the transaxle up to the carburetor butterfly and see if that changes anything. But don't run the motor too hard with that governor off or you could damage it.

My thought is it sounds like a clutch set problem, I know you have replaced it with two new clutches, but did it work well with the original? Maybe the spring is not correct for the way your cart is geared and the size of tire your running? That is a pure guess....

Actually ran great with the old clutches, but the secondary was rattling so bad you couldn't have a conversation. This started as soon as I installed the new secondary clutch. The first one I got I thought was bad because of this issue so the company sent another but still the same issue. Secondary has a blue spring if that means anything?

Default 1986 club car ds surging

I am new to the golf cart world. But have had many snowmobiles with these kinds of clutches. I know that changing springs and weights even a little bit make huge adjustments to the clutch and takeoff characteristics. That is where my suggestion of somebody really knowing what they’re talking about suggesting a proper spring set up. Unfortunately I have no practical knowledge of what should be there
