It’s a 1989 club cart I’ve never heard no ticking from the engine nor has it ever had a hard time turning over any ideals on what I could do to fix or figure out what the problem may be

Is it completely seized up? Can you grab the primary clutch and turn it over by hand?

If not, and it's completely seized, then don't try and force it. IS there oil in it? Did it run hot? OR has the cart sat for a very long time and you're just trying to get it going again?

It did run a little hot!when I check the oil after it locked up and it was low I used it all yesterday and it’s never sat longer then a few days I use it pretty regular and I tried turning the clutch by hand while it was hot I did read that it could be the oil slinger but I’m not sure

So is it not locked up now, and you used it all day yesterday? Or you used it all day yesterday, it locked up, and then you added oil? Sorry, just trying to clarify exactly what the current status is.

Can you turn it over by hand now that it's cooled off? If not, the motor will need to come out. It may still be salvageable but will have to be torn into to determine what is seized up and what kind of damage has been done. Unfortunately, won't know until it's been at least somewhat torn down. That's a pretty robust motor and will hold up to a lot of abuse, but like any machine, running low/out of oil can do irreversible damage.

If it was mine, I'd pull the engine and start tearing it down. See if it's worth saving or not.
