Default 97 club car ds To much fuel pressure?

Hello just got a 97 ds and its getting way to much fuel. It had a lot of gas in oil, so changed the oil and checked carb needle and bought a second carb (both carbs do the same thing.)
Only way I can get it to run at all was to put a fuel pressure regulator and set it to 2.5 lbs but seems to run out of fuel after a minute or 2 like the pressure is fine but volume is to low now. Could I have a defective pump? Thanks

Stock fuel pump is not capable of "over pressure". Are you connecting the float bowl vent tube? Usually a clear to yellowish hose from the vent nipple on the carb running down toward the frame crossmember in front of the engine. If the end of that tube gets plugged up it will cause vacuum that will prevent the needle valve from closing.
