I think Teecro is on to something. The welded contacts on the solenoid will give you that problem. They could have stuck the first time you started and not released. Check voltage from pack neg. to each side of the large post on the solenoid. If it is the same on each post they are stuck, or the pre charge resistor is shorted. Should be about a volt or so different.

With the cart in "TOW" disconnect the pack negative. Remove the large wires from the solenoid and measure for continuity across the big studs. If anything less than open circuit is found replace the solenoid.

I vote for solenoid or pre-charge resistor. These guys are correct. If the controller doesn't detect an increase of voltage when the solenoid closes, it'll trigger a MAIN WELDED fault and operate at half speed.

Solenoid is good. Is there away to test the precharge resistor?

with a multimeter. same as checking the solenoid, should be i think 250 ohms.

Thanks MrG precharge resisitor is ok. Is it possible for the cart to pass the speed sensor test and still have a bad speed sensor?

It could be you have a bad controller if the solenoid shows open on the ohms test with the wires off the large post. O/L on meter if it shows 0.00 the contacts are stuck.
