That's weird, considering it won't go forward, but will go in reverse.

Maybe the contacts are making sufficient contact to pass the low amps from an Ohmmeter, but insufficient for the high amps the motor draws.

Try measuring the voltage between the controller's B- and M- terminals.
When the pedal is pushed just far enough to get the solenoid to click, you should read FULL battery pack voltage.

If you don't, measure the voltage on the four cables on the F/R. They should all have FULL battery pack voltage and if one or more has less, the contacts aren't making good electrical contact.

JohnnieB when I test the B- and M- I have pack voltage now when I test the F/R do I need to the same procedure pedal down tell solenoid clicks?

I said "If you don't". If you do have FULL, REPEAT, FULL pack voltage, the F/R contacts are making contact.

IF YOU HAVE FULL pack voltage between B- and M- when pedal is pushed just far enough to make solenoid click: Slowly push pedal to floor and the voltage between B- and M- should decrease to Zero, or very near to it.

IF IT DOES NOT: Either the throttle input to the controller is bad or the controller is bad.

OK I put it on jack stands just in case hooked up to b- and m- had pack voltage when I turn F/R switch FWD then turned key on pushed peddle to engage the solenoid still pack voltage push down peddle voltage went from pack to 27 volts thats as far as went the wheels were spinning pretty fast. Put the cart back on ground still no fwd but could feel it trying to move.

This one has got me stumped.

Runs in R but not in F.
The solenoid clicks in both F and R.
The only electrical difference between F and R is the direction the amps flow through the stator windings and the direction of amp flow is switched by the F/R switch, yet it check out okay.

I'm stepping into the middle of a discussion but i heard somebody say I give up. Can u try swapping the F&R cables in position 9 oclock and 3 oclock? Repeat run test. Still Reverse only? If yes F&R contacts good. Maybe a bad cable - test by swapping the cables from 3 and 9 (at both ends in their entirety) Still reverse only? Cables good - I give up

makes no difference... if it runs F it will run R

Have you tried the stuff I posted above?

I just came across this post and given that you had disconnected the motor cables, the most likely scenario is that You must have swapped the A1 and S1 cables at the motor.

That would be #4 and #5 on that diagram linked from scottyb site.

That would cause the cart to work the same in Reverse, but the cables would not align properly for the circuit in Forward.
