Here is a pic of Dads' 97' Villager-8 that he just converted from Electric to a Briggs V-Twin with a 91' Rear-Axle.

What they are talking about is a rev limiter which is under the carb bolted to the front of the engine. Sometimes referred to as the little black box. It's job is to limit the engine rpms and servers as a safety shutdown if the belt breaks and keeps the rod from putting a window in the crank case. Good way to test it is to unhook the brown ground wire under a mounting bolt and if it is bad the cart will run with out it but will over rev if you goose it too much.
