Those engines are super easy to rebuild on the op end. You don't even have to take the engine out. Pull the engine cyclinder block off the main block and leave the engine in the cart. Have it bored .020. I just did one for under 200

im going to put my money on bad gas , your sucking water through the carb , if it has 3/4 tank of gas i would bet you have water in the bottom of the gas tank from ethanol and that ride was the last one before the water overcame the gas in the pickup tube , putting it on full choke just makes it suck enough remnants of gas to run. get a glass jar and pump that gas out and let is sit for a few minutes you'll see the water at the bottom of the jar , or take some fresh gas that you just got from a station and get one of those cheap dollar store squeeze bottles like for ketchup or mustard and gravity feed it direct to the carb hose i be you'r problem will be solved , then you have to dispose of that old gas , also on a side note never fill a golf cart with gas only put in as much as you plan to use in a month usually only a gallon or so they dont use much

FINALLY! cart is back to normal and life is good.
I must be cracking up or something but here's what I THINK the problem was.
All I did was took the air filter out to have another look inside at the butterfly with the cart running and did absolutely nothing but put the cartridge air filter and cover back on and wella! I really think the filter had dropped down out of place and was plugging the crankcase vent tube that comes into the rear of the housing, I know how finicky the air box set up can be... well at least the carb is clean and whatever sheeesh !
